Job Description:

Rand Water is looking for a Head: Integration, Monitoring and Evaluation to provide strategic leadership to the Integration, Monitoring and Evaluation (IME) Unit in the Bulk Water Services (BWS) Business Unit. The IME unit’s ultimate purpose is to ensure continuous improvement in the performance and delivery of bulk water services in Rand Water

Job Responsibilities:

  • Analyze and verify performance data produced by the divisions in BWS to ensure it meets the necessary performance requirement and assist with the improvement of the quality of their performance data.
  • Evaluation Unit to report against progress on outcomes of Bulk Water Services, as a contribution to the reporting requirements of the Shareholders Compact Agreemen
  • Analyze the information collected from the contributing divisions in BWS and prepare a quality outcome progress report for the Operations Commit
  • Liaise with the Department of Planning, Monitoring and Evaluation, to obtain technical support, when necessary.
  • Co-ordinate information from divisions in Bulk Water Services for outcomes.
  • Liaise with the performance monitoring departments in the office of the COO and the corporate Monitoring and
  • Work with the relevant departments within BWS to improve the quality of exiting information Monitoring Systems.
  • Timeously collect information from contributing divisions in BWS in order to prepare outcome progress reports on a quarterly basis.
  • Responsible for producing quarterly progress reports on the achievement of outcomes for Bulk Water Services
  • Ensure that each division in Bulk Water Services that contributes to the outcome is aware of their responsibility, which is translated into measureable indicators and targets and is incorporated in their divisional programmes.
  • Check that each division in BWS has adequate plans and business processes in place to collect the required information for reporting on performance.
  • Present the improvement measures and findings on the quality of performance information of divisions in BWS at the Operations Committee at the pre-defined frequency (e.g. quarterly, mid-year and end of year review).
  • Work with the performance monitoring departments in the office of the Chief Operating Officer (COO) and the Corporate Monitoring and Evaluation (M&E) Unit and contribute to setting of indicators and targets in the strategic plan and annual performance plan for BWS that are SMARD and in line with the relevant governing frameworks.

Job Requirements:

  • Ability to develop and communicate the importance of monitoring and evaluation.
  • Excellent co-ordination and facilitation skills, to work effectively in a multi- disciplinary sector and with various stakeholders.
  • Excellent analytical skills.
  • Good Interpersonal skills.
  • Information management, data analysis and reporting skill.
  • Provide Monitoring and Evaluation Leadership.

Qualification & Experience:

  • Experience in working with the National Water Department and LocaI Government.
  • Extensive knowledge of the national and international water sector.
  • 10 years’ experience with at least 5 years at middle management level or higher.
  • At least a 4-year qualification (NQF 8) in Engineering or Science.
  • A formal qualification in development and public sector monitoring and evaluation is desirable.
  • Knowledge of Microsoft office.
  • Extensive knowledge on the policies and strategy issues related to the provision of bulk water services.
